West Virginia questions

Can a school in West Virginia get a grant for a playground?

Yes, especially public schools in the Parkersburg area. The Parkersburg Area Community Foundation's Community Action Grants Program accepts applications from public schools, nonprofits and government agencies serving its 11-county service area, which includes Wood, Jackson, Mason, Roane and Ritchie counties. Awards are generally up to $20,000. The foundation lists capital and equipment projects in recreation and education as fundable. An organization can receive one Community Action Grant per 12 months, and the project must be finished within 12 months.

Public schools serving Ravenswood can also apply to the Fund for Ravenswood Grant Program. It runs twice a year, in spring and fall, and organizations may apply in each cycle. Its priorities include quality of life and healthy lifestyles. See our playgrounds for schools.

Can a church in West Virginia apply for a playground grant?

Yes, through Walmart's Spark Good Local Grants. The program accepts faith-based organizations, but the project must benefit the broader community. A playground open to the whole neighborhood fits that rule better than one reserved for members. You apply to a Walmart store, Sam's Club or distribution center that serves the same area as your church.

Awards run from $250 to $5,000, so a grant would cover only part of a playground. There are three application cycles each year. A church that wins cannot reapply to the same store in the same fiscal year, but it can apply to a different nearby facility. See our church playground equipment.

Can a homeowners association or neighborhood group in West Virginia get playground grant money?

Not directly as an HOA. West Virginia's community foundation grants are made to 501(c)(3) nonprofits, public schools and local governments, and Walmart's Spark Good Local Grants specifically exclude homeowners' associations. A neighborhood group that is a registered nonprofit has more options. For example, the Tucker Community Foundation's General Grants are open to nonprofits and charitable programs in its region. They have no cap on requests, but any request over $5,000 needs detailed tracking and reporting plans.

If the playground would sit on public land, another route is to ask your town or county to sponsor it. Only local governments can apply for West Virginia's Community Development Block Grant. See our playgrounds for HOAs.

Can a West Virginia town or county use CDBG money for a park or playground?

It can fit. The West Virginia Community and Development Office runs the state's Community Development Block Grant (CDBG), and public facilities is one of its application categories. Projects must mainly benefit low to moderate income residents. Playgrounds are not named, but a town or county park that serves those residents could qualify.

Only towns, cities and counties can apply, and only if they do not already receive CDBG money directly from HUD. Nonprofits and community groups cannot apply on their own. They need their local government to apply for the project. See our playgrounds for parks.

Do West Virginia playground grants require a match, and can they pay for surfacing?

Many do not require a match. The Parkersburg Area Community Foundation's Community Action Grants Program has no match requirement, but it gives priority to projects that already have, or are seeking, a matching grant. Lining up a second funder can strengthen your request there.

Surfacing can be covered. The Nicholas County Community Foundation's Community Grants Program funds capital and equipment projects in recreation and youth services, and a grant there could pay for play equipment, shade or surfacing. Awards typically range from $500 to $10,000 for nonprofits in Nicholas County. The program runs once a year, and work cannot begin until you are notified that you have been funded.
